Artur was born in 1978. Following his educational pursuit, Ochetretny sampled different careers. At a time, he worked with the Art Show Centre – a company that is said to have been organizing parties for Vladimir’s political party and energy Gazprom, United Russia.

Lyudmila Aleksandrovna Ocheretnaya was married to Vladimir at the time that she seemed close to Artur. The Center for the Development of Interpersonal Relations which was founded by Putin had Artur as one of its workers and in 2010, he became chairman of the board of the center for the development of interpersonal communications.
This has raised questions as to whether there was a relationship between the couple before Ocheretnaya divorced Vladimir or they worked only professionally. Prior to that, Artur Ocheretny had worked with Lyudmila’s ex-husband through the Art Show Center.
Away from this, the 21 years age difference between Artur and his wife has made headlines over and time again, especially because he is the younger one. Nonetheless, he has been able to prove that age is no barrier in their relationship.
